BACKGROUND
The Women and Gender Equality Commission is a constitutionally appointed statutory body that reports to the National Assembly annually. It was given life by an Act of Parliament known as the 212g which spells out the responsibilities and mandate of the Commission.  National development plans and strategies identify development priorities and articulate how these will be implemented, financed and monitored. Often, gender equality commitments are not adequately considered or included during the design, implementation and financing stages of planning. Implementing gender equality commitments requires governments to take a series of actions including formulating policies that remove gender-based discrimination and guarantee women’s rights. Such actions require financial resources, institutional capacity and accountability systems that should be integrated in national plans and budgets in order to enable implementation. It is in light of the above, the Women and Gender Equality Commission is seeking to recruit a Planning and Research Officer. S/he will be based in the Commission’s Secretariat.  S/he will work under the direct supervision of the Chief Executive Officer.
 

 JOB SUMMARY

The Research and Planning Officer assists the Commission to develop, implement and monitor its strategic plans and operational mandate, developing and reviewing organizational policies and recommendations.

Functions also include collecting, analysing and compiling data on social, economic and political issues.

KEY RESPONSIBLITIES AND DUTIES

  • Assist in developing, implementing and monitoring the Strategic and Business Plans of the Commission in collaboration with other key personnel.
  • Assist in developing and reviewing policies which affect the Commission.
  • Collect, analyse and compile data on social, economic and political issues.
  • Prepare working papers, reports and briefs designed to aid in the process of planning, policy formulation and problem solving.
  • Report to CEO on developments and changes in legislation, regulations, international standards and other relevant research.
  • Perform related work as may be required.

KEY CHALLENGES

  • Maintaining up-to-date knowledge of the relevant legislation, best practice policies and procedures for effective management of the role accountabilities in a changing environment
  • Maintaining accuracy and attention to detail and proactively articulating innovative solutions in challenges of implementation
  • Building and maintaining professional relationships and working collaboratively with a cross-section of diverse stakeholders.

QUALIFICATIONS AND EXPERIENCE

  • A Bachelor of Science degree in a Social Science, preferably with Policy Development, Research, Economics, Project Management or Public Sector Management.
  • A minimum of two (2) years demonstrated experience in policy development, planning, research and evaluation or related fields.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of gender issues and considerations
  • Working knowledge of research methods and evaluation techniques and mechanisms.
  • Excellent communication skills (written and oral).
  • Working knowledge of public policy planning.
  • Good project management skills.
  • Good team-building skills.
  • Working knowledge of regulations and procedures governing the Public Service.
  • Good computer skills especially in key applications such as Microsoft Office
  • Creative, proactive, customer focused, solutions led and results- oriented
